New investment firm CoVant buys A-T Solutions

BY Neil Adler STAFF REPORTER WASHINGTON BUSINESS JOURNAL

CoVant Technologies LLC, an investment firm focused on the defense, homeland security and intelligence communities, has made its first acquisition, purchasing A-T Solutions Inc. for an undisclosed amount.

McLean-based CoVant was formed by CI Capital Partners LLC, a New York-based private investment firm, along with a group of executives led by Joseph Kampf, former president and CEO of Fairfax-based Anteon International Corp.

Falls Church-based General Dynamics Corp. (NYSE: GD) acquired Anteon in 2006 for $2.2 billion. CI Capital and CoVant management have committed $200 million in equity in the new investment firm. Kampf will serve as chief executive of CoVant. Its board of directors includes William Perry, a former secretary of defense, and Hugh Shelton, a former chairman of the joint chiefs of staff.

Covant's first purchase is of Fredericksburg-based A-T Solutions, a privately held company that provides anti-terrorism training and consulting services. The A-T Solutions management team is retaining a significant equity position in the company.
